Scenarios for net zero: The case of UK Future Energy Scenarios - a webinar by Oxford Net Zero

I host the presentation of the UK Energy System Operator Future Energy Scenarios (FES). The FES are first of a kind exercise to consider alternative energy futures from the perspective of a (quasi) public agency. Along with to sector specialist we inquiry over “who and how” to use the scenarios in our business and academic choices.

A guest with Nat Keohane and Mark Stevenson to the Grlobal Returns Project series, we discuss the nature of carbon offsets in international markets. Not surprising we agree in being concerned, but focus on different consequences of offsets going wrong.

Biden y la transición energética: ¿Una ley para la inflación o para la seguridad energética?

En este ensayo de opinión describo la mayor legislación de política industrial de Estados Unidos en generaciones. La describo además como un cambio de paradigma en el sector energético en el país con un reconocimiento en el papel positivo de subsidios en el sector eléctrico, y la visibilización de la mano del estado en la tecnología (que siempre estuvo presente en Estados Unidos a través del gasto de defensa). Para México, es importante no caer en comparaciones fácil, y más bien es necesario aprovechar la oportunidad histórica de legitimar el papel de empresas del estado en el sector eléctrico y la expansión de servicios eléctricos como en el transporte público.

El sector eléctrico ha cambiado (y el Estado también)

En este ensayo de opinión discuto la necesidad de dejar atrás la dicotomía entre estado-mercado cuando pensamos en la transición energética. No cabe duda que los hitos más importantes de transformación del sector eléctrico y expansión de renovables a nivel global han dependido de un involucramiento activo del estado como coordinador, inversionista o garante de riesgos de largo plazo. Y esto ocurre en economías tan dispares como Reino Unido, Marruecos, Vietnam y, claro, México.

Discuto, por ejemplo, que una de las grandes fallas de la política energética fue negarse atener una política industrial aprovechando las subastas de energías renovables (como sí lo han hecho Brasil o Reino Unido).

Germanwatch Climate Change Performance Index 2022

I am a regular expert to the Germanwatch CCPI report regarding the Mexican case. The index components for Mexico include a relatively good position in emissions per capita and efficiency measures, but still a very low position regarding renewable energy. A key takeaway on new policies in the country is that the new policies to cap oil production is still not yet sufficient, since the country should move towards planning the phase out of production.

Perspectivas Energética de El Colegio de México

Coordiné el número 12 de Perspectivas Energéticas, que incluye una entrevista y tres artículos en torno a emisiones cero (netas) en el sector energía. La entrevista con la Jaquelin Cochran es sobre el estudio Los Angeles 100 por ciento renovable (LA100), y el mensaje clave es que sí es posible tranformarla ciudad en 15 años y que es un nivel adecuado para planear la transformación. Los tres artículos de Daniel Buira, Héctor Beltrán y Elena Pierard, tratan los temas de planeación de largo plazo, descabonización del sistema eléctrico en México, y el comportamiento de las grandes empresas petroleras. El mensaje común es que no tenemos claridad sobre los pasos para la transición, aún si tenemos una idea del objetivo.

Climate ambition beyond emissions numbers IDDRI

The french think thank IDDRI released the report “Climate ambition beyond emission number -Taking stock of progress by looking inside countries and sector”. I co-authored with Daniel Buira the section on Mexico.

We argue that Mexico’s slow climate action derives from the weight of the ocurrence of a one-in-a-generation energy reform that essentially relegated climate ambition, both already reflected in domestic environmental laws but also the increasing evidence of urgency of action. In particuar Mexico faces a challenge of over-committment to natural gas infraestructure. Reverting this very recent lock-in in electricity, in addition to the pre-existing relying of fossil fuel for transport, will require signficant political, financial and managerial effort.

In a country divided between different views of the role of the state in the economy, it is essential to build political roadmaps of decarbonisation that work for an state-dominated energy industry, as well as one that is liberalised.

Mexico natural gas import expansion as a climate mistake

In this entry into the opinions section to the journal Global Policy, I responds to Colorado School of Mines scholars Isabelle Goetz and Greer Gosnell, who wrote about lessons from Mexico’s gas import capacity expansion strategy to inform India’s natural gas policy.

I argue that, if anything Mexico’s 2010s experience is a call to caution to avoid lock-in from natural gas infrastructure that changes the local political economy in favour of a more intensive fossil-fuel economy. In the case of Mexico this occurred by the government’s choice to make the national electricity utility also the largest natural gas trader in the country.

Video: Currrent challenge of renewable energy integration in China?

In this webinar I join Prof Hao Zhang from the Chinese University at Hong Kong to discuss the current form of chinese institutions to deal with the challenges of expanding renewable energy in the country. In particular we both put an emphasis on the challenge of wind and solar curtailmente. My presentation are based on the results from my doctoral thesis.

Video: Do we have the institutions we need on electricity?

As part of the University of Oxford Programme on Integrating Renewable Energy I presented my doctoral research project in 6 minutes. I discuss the importance of going beyong the “market reform” paradigm to explain success and understand how the entire ecology knowledge holders becomes important to regulators.
